Frederick complex
sells for $28 million
A unit of investment firm J.P. Morgan sold the Crystal Park Apartments in Frederick for $28 million, according to Ideal Realty Group of Potomac, which represented the seller.
Federal Capital Partners of Washington acquired the property, which was built in 1991. Almost every unit at Crystal Park has been renovated and the new owner plans to install new roofs and repave the property.
O'Malley unveils plans
to help small businesses
Gov. Martin O'Malley (D) unveiled new initiatives to boost job creation Monday at the Greater Baltimore Committee's Small Business Summit in Baltimore.
O'Malley outlined plans to help businesses gain more access to credit; proposed a Job Creation and Recovery Tax Credit to give businesses a $3,000 tax credit for every unemployed worker it hires; and pledged to introduce emergency legislation to resolve the increased rate impact small businesses face next year for the Unemployment Trust Fund.

Chamber committee taking applications
The Council of Community Partners of the Frederick County Chamber of Commerce is accepting applications for its fifth annual Boardwalk training program next year.
The program is scheduled to begin Feb. 12 and educates business and community leaders on how to be effective volunteer board members with nonprofit organizations, according to chamber information.
Applications and payment are due no later than Jan. 15 and applications and payment received by Dec. 22 will receive an "early bird" discount.
Cost: $275 for chamber nonprofit members; $325 for chamber member businesses; $375 for all other organizations.

Vaccine company announces promotions
DynPort Vaccine Company of Frederick recently announced the promotions of Dr. Mary Kate Hart, Linda Dunsmoor and Bonny Bass. Hart was appointed as the company's chief scientific officer while Dunsmoor was named head of quality and Bass was promoted to director of DVC's project management office.
Emmitsburg businesses honored
A pair of Emmitsburg businesses received awards last week at the Emmitsburg Business & Professional Association's annual community service awards dinner.
Don and Libby Briggs of Briggs Associates Inc. were given the Extraordinary Community Service Award and WS Drywall received the award for Most Improved Business.
Women's club seeking scholarship applicants
The Frederick Business & Professional Women's Club is seeking applicants for its annual scholarship awards, which will be awarded for the summer or fall semesters of next year, according to club information.
Scholarships will be awarded to women currently enrolled in and attending a college-level course of study, according to a statement by the club. Applicants must be a Frederick County resident as well as show financial need and have proper qualifications and academic achievements.
