Man killed on Pennsylvania Avenue

Police are investigating the murder of 25-year-old Melvin Curtis Rouise, which occurred on Nov. 25 at 9.45 p.m. at the 6500 block of Pennslyvania Avenue. Police arrived on the scene to find Rouise’s body in a vacant apartment. He had been shot multiple times and was pronounced dead on the scene.
