Congestion here to stay
In "Less traffic leads to less pollution" (Oct. 28) the writer states, "When a new road is opened, the same number of vehicles will be out there as before..." This sounds logical but it isn't true. When a new road opens, traffic actually increases to fill the new capacity and congestion quickly returns to the level it was before.
