ICC toll rates proposed
The Maryland Transportation Authority has released proposed toll rates for the Intercounty Connector, which would be the first all-electronic toll facility in the state.
The first section of the ICC, a $478 million, 5.65-mile stretch between Interstate 370 and Route 97, is expected to be completed next fall, according to MDTA. Only 17.5 miles of the 18.8-mile road linking I-370 to the Interstate 95/U.S. Route 1 business corridor in Prince George's County will be tolled.
The ICC between Route 97 and Interstate 95 is expected to be completed by late 2011 at the earliest.
The proposed per-mile rates are $0.25-$0.35 during peak hours and $0.20-$0.30 during off-peak hours for two-axle vehicles like passenger vehicles and light trucks; $0.75-$1.05 peak and $0.60-$0.90 off-peak for three-axle vehicles; $1.13-$1.58 peak and $0.90-$1.35 off-peak for four-axle vehicles; $1.50-$2.10 peak and $1.20-$1.80 off-peak for five-axle vehicles; and $1.88-$2.63 peak and $1.50-$2.25 off-peak for six-axle vehicles and up, according to MDTA.
Peak hours will be 6-9 a.m. and 4-7 p.m. Monday through Friday except federal holidays and may be adjusted after the road opens. The minimum toll is three miles, and tolls will be rounded up to the next nickel. The proposed tolls are expected to bring in $5 million in gross revenue during the first section's first year of operation and $60 million-$65 million the first year the entire road is open, according to MDTA spokeswoman Cheryl Sparks.
There will be electronic overhead toll gantries instead of toll booths, and a notice of toll due plus a $3 administration fee will be mailed to the registered owners of vehicles that do not have an E-ZPass, according to MDTA. Signs will notify drivers that they are entering a toll road, Sparks said.
Public hearings are Oct. 28 at High Point High School, 3601 Powder Mill Road, Beltsville, and Oct. 29 at Shady Grove Middle School, 8100 Midcounty Highway, Gaithersburg. Informational open houses are scheduled Oct. 19 at High Point High School and Oct. 21 at John F. Kennedy High School, 1901 Randolph Road, Silver Spring. All meetings are 6-9 p.m.
