RegeneRx Biopharmaceuticals of Rockville named R. Don Elsey a director. Elsey is senior vice president finance and administration and CFO of Emergent BioSolutions of Rockville. Earlier, he was director of finance and administration at Igen International and its successor, BioVeris, and director of finance at Applera.

PricewaterhouseCoopers of New York promoted Holly Paul of Bethesda to U.S. recruiting leader. Previously, Paul, who joined the firm in 1994, was national sourcing operations leader for campus and experienced recruiting.

Aronson & Co. of Rockville named Horace Lamb lead officer in its tax group. Previously, Lamb was a managing director with PricewaterhouseCoopers.

Tri-County Financial Corp. of Waldorf, parent of Community Bank of Tri-County, named Mary Todd Peterson and William Pasenelli directors, succeeding Herbert Redmond and C. Marie Brown, who resigned. Peterson is president and CEO of Medmarc Insurance Group of Chantilly, Va. Pasenelli is president and CFO of Community Bank of Tri-County.

Greater Baltimore AHC promoted Alana Wilder of Newark, Del., to resident services manager at MonteVerde. Previously, Wilder was resident services coordinator at its Barclay Greenmount.
