Larry Barnes, a 38-year employee of Routzahn's in Frederick, won the Maryland Retailers Association's Louis L. Goldstein Service Award for "his quiet and steady leadership in dedicated service to his industry." Barnes is the former director and treasurer for the association.
Montgomery
Lockheed Martin of Bethesda promoted Charles Moore to CEO-United Arab Emirates for Lockheed Martin Global Inc. Moore was previously vice president and deputy of global sustainment for Lockheed Martin Aeronautics. He is a 36-year Navy veteran. Lockheed Martin also promoted Martin T. Stanislav from vice president and controller to vice president, finance and business operations for its Information Systems & Global Services Business Area. He succeeds Jeffrey D. MacLauchlan, who was named vice president, mergers and acquisitions. Mark R. Bostic, vice president, accounting, will be acting controller.
First Potomac Realty Trust of Bethesda named Ken Avalos director of finance and capital markets. Previously, Avalos was senior vice president at Integrated Corporate Relations and an equity analyst at Raymond James, and also worked for Wells Fargo.
Ore Pharmaceuticals of Gaithersburg named James W. Fordyce a director. Fordyce is managing partner of Medna Partners. Previously, he was a general partner of Prince Ventures and managing member of Fordyce & Gabrielson.
Optelecom-NKF of Germantown named Sandra K. Bushue and retired Army Maj. Gen. John J. Marcello directors. Bushue is president and founder of B&I Transportation. Previously, she was acting administrator and deputy administrator of the Federal Transit Administration, special assistant to the undersecretary of administration at the Department of Homeland Security and a vice president at Siemens USA. Marcello is president and CEO of Allied Defense Group. Previously, he was managing director of Mecar SA.
Catapult Technology of Bethesda named Jeffrey Zack vice president of technology and management solutions. Previously, Zack worked for Project Performance Corp., Curam Software, Northrop Grumman Information Technology and Litton PRC.
The Marine Sanctuary Foundation of Silver Spring named James L. Connaughton a trustee. Connaughton is executive vice president, corporate affairs, public and environmental policy at Constellation Energy and a former chairman of the White House Council on Environmental Quality under President George W. Bush.
Novavax of Rockville named Frederick W. Driscoll vice president, CFO and treasurer. Previously, Driscoll was CFO, president and CEO of Genelabs Technologies and also worked at Astraris, Oxigene, Collagenesis and Instrumentation Laboratory.
CBIZ MHM in Bethesda named Quintonya Gomez-Sanchez a tax processor and Terri Schuhmacher and Karen Keigher-Wimer to its outsourcing department.
Rexahn Pharmaceuticals of Rockville promoted Rick Soni to president and COO. Before joining Rexahn last year as chief business officer, Soni worked for Otsuka America Pharmaceuticals, Novartis and Schering-Plough.
The Literacy Council of Montgomery County in Rockville named the following board members: Ira Scot Holmes, managing director of Convexity Consulting Group, treasurer and vice-president, finance; Jim Sneed, former partner at McDermott, Will & Emery, director-at-large, training; Jeanne-marie Smith, manager, regulatory and capital markets consulting group at Deloitte and Touche, director-at-large; and Michael Drayne, co-founder and managing director of American Home Bank Reserve, director-at-large.
Prince George's
The University of Maryland's Robert H. Smith School of Business in College Park named Clifford Rossi managing director and William Longbrake executive-in-residence and senior policy adviser at its new Center for Financial Policy. Previously, Rossi was chief risk officer for consumer lending at Citigroup and also worked at the Treasury Department and Office of Thrift Supervision. Longbrake is a director of First Financial Northwest, the Federal Home Loan Bank of Seattle and the Washington Financial League.

College of Notre Dame of Maryland's School of Pharmacy named Gilda M. Anroman assistant dean for student affairs. Previously, Anroman was director of academic support programs at Medical College of Georgia, School of Medicine, and also worked at Catholic University of America's Columbus School of Law and the Robert H. Smith School of Business at the University of Maryland, College Park.
The Maryland Association of CPAs named Byron K. Patrick a director. Patrick is co-founder of Hosted Solutions of Baltimore.
St. Agnes Hospital of Baltimore promoted Dr. Richard Mackey Jr. of Ellicott City to director of hepatobiliary and pancreatic surgery. Mackey has been a surgeon at the hospital for a year and also practices at St. Joseph Medical Center in Towson.
Fred Mirmiran, president of Johnson, Mirmiran and Thompson of Sparks, was named to the board of the Central Maryland Transportation Alliance.
Merkle Inc. of Columbia named Angie C. Moore senior vice president and general manager for its fundraising services group. Previously, Moore was managing director, constituent relationship management, for the national office of the American Cancer Society and group vice president, customer relationship marketing, at the Arthritis Foundation.
The Baltimore Public Relations Council elected the following officers: Dawn Ward of Baltimore, director of communications and marketing for the American Cancer Society's south Atlantic division, president; William Toohey of Towson, media relations director for the Baltimore County Police Department, vice president; Amanda Knittle of Baltimore, secretary; and Aaron Koos of Catonsville, corporate communications consultant at Constellation Energy, treasurer.
Cushman & Wakefield in Baltimore named Cristopher D. Abramson senior director for providing investment sales, debt and equity advisory and transaction management services in the Cushman & Wakefield Sonnenblick Goldman Mid-Atlantic Capital Markets Group. Previously, Abramson was a vice president with Preston Partners.
