Burn Brae property to be developed as townhouses

Parker Memorial Baptist Church to move near Layhill, Norbeck roads

The former site of the Burn Brae Dinner Theater and current home to a church in Burtonsville will become a townhouse development as early as 2009.

The Montgomery County Planning Board approved preliminary plans July 12 for 63 townhouses on the wooded, Blackburn Lane property just east of Route 29 and south of Route 198.

Silver Spring-based Kaz Development LLC bought the property two years ago and hopes to start development next year and construction in 2009, said Victor Kazanjian, one of the firm’s principals.

Parker Memorial Baptist Church, which has leased the 12-acre property since 2001, will be moving to a new location near Layhill and Norbeck roads, Kazanjian said.

Guy A. Williams Sr., the church’s senior pastor, did not respond to multiple requests for comment. An employee at the church said the congregation’s more than 200 members were aware of its pending move.

The development will use the existing entrance to the property and build new roads in the neighborhood, according to the preliminary plan. More than half of the property will be dedicated to common space owned by the homeowners association, with green space, play areas and forested and reforested areas. An additional 1.6 acres of open space will be added to adjacent Fairland Recreational Park.

Ten of the homes will be moderately priced, while Kazanjian estimated the 53 remaining units would be priced between $450,000 and $550,000.

Kaz Development chose the site because of its access to Baltimore, Washington, D.C., and Fort Meade from Route 29 but also its distance from the traffic.

‘‘It’s nice to be set back off the road,” Kazanjian said.

The company has also developed single-family homes off Oak Hill Road and Route 198 and plans for two more townhome developments in the area, Kazanjian said.

‘‘It’s a nice market in eastern Montgomery County because supply is constrained,” he said.
