Vanda Pharmaceuticals of Rockville named Steven Galson a director. Galson, a former acting U.S. surgeon general, is senior vice president for the civilian health operation at Science Applications International Corp. He also worked for the Environmental Protection Agency, Department of Energy and the Centers for Disease Control and Prevention's National Institute for Occupational Safety and Health.
The Federation of American Societies for Experimental Biology in Bethesda named William T. Talman president. Talman is a professor of neurology and neuroscience at the University of Iowa and a practicing physician at the University Hospital and at the Iowa City Veterans Affairs hospital, where he is chief of the neurology service.
Novavax of Rockville named Dr. Gregory Glenn chief scientific officer. Previously, Glenn was chief scientific officer and founder of Iomai, an associate in international health at Johns Hopkins University's School of Public Health and a clinical and basic research scientist at Walter Reed Army Institute of Research.
EagleBank of Bethesda named Timothy A. Annett vice president and commercial real estate loan officer for the Northern Virginia market. Previously, Annett was a construction business services officer at BB&T, a relationship manager in the real estate finance group at SunTrust Bank, a portfolio manager at Riggs Bank, a commercial underwriter at Wachovia Bank and a credit analyst at CoreStates Bank.
Discovery Education of Silver Spring promoted Scott Kinney to senior vice president of global professional development, policy and education outreach. Previously, Kinney was vice president of global outreach and learning initiatives. Earlier, in Pennsylvania, he was a technology specialist at Central Columbia School District, district instructional technology coordinator for the Sharpsville Area School District and director of educational technologies at the Carbon Lehigh Intermediate Unit.
USEC of Bethesda named Jim Howe director, government relations. Previously, Howe was deputy assistant secretary for legislative affairs at the Department of Homeland Security and chief of congressional affairs with the Coast Guard.

The Multinational Development of Women in Technology of Baltimore named Monica McManus winner of its Diversity in Technology Leadership Award. McManus is chief information officer of the Information Systems & Global Solutions division of Lockheed Martin of Bethesda.
Catapult Technology of Bethesda named Joe Sanchez business development director. Previously, Sanchez was an account manager at IBM and also worked at Idea Integration, Booz Allen Hamilton and GPS Technologies. He is a retired Army officer.
Ruppert Landscape of Laytonsville promoted George Brown of Warrenton, Va., to area manager in its Forestville landscape management branch. Brown joined Ruppert in 2008 as a field manager.

Miles & Stockbridge of Baltimore named Lee L. Bishop counsel in its products liability practice group. Previously, Bishop was senior counsel for product safety and regulatory compliance for General Electric's consumer products, lighting and electrical industrial equipment businesses. Earlier, he was counsel for Warner and Stackpole, an assistant attorney general for Massachusetts and an enforcement attorney for the EPA.
Anne Balcer Norton was named assistant commissioner for nondepository institutions in the state Department of Labor, Licensing and Regulation. Previously, Norton was director of the foreclosure prevention division of St. Ambrose Housing Aid Center.

WYPR, National Public Radio's news station in Baltimore, named John P. Machen chairman. Machen is a partner in DLA Piper's real estate practice group in Baltimore.
Berico Tailored Systems of Columbia named Brian Ballard director of product development. Previously, Ballard worked for the National Security Agency and was chief technology officer of Ares Systems Group.
Crestline Hotels & Resorts promoted Elizabeth Delens to general manager of the Sheraton Annapolis. Delens joined Crestline in 2001 as the food and beverage director for the Radisson Hotel Washington, D.C. Most recently, she was general manager of the Four Points by Sheraton Washington, D.C., Downtown. Earlier, she worked at the Loews Annapolis Hotel and opened the House of Blues Hotel in Chicago.
