Henn hoping third time will net win
Long-time environmental advocate seeks seat on council
Carl Henn is hoping the third time is the charm as he launches his third run for City Council.
The 47-year-old Hungerford resident said he is running on a platform of energy and environmental issues, with a heavy focus on "financial discipline."
"I think there are things we need to do better as a city," he said.
The Ohio native, who works at the National Institutes of Health in Bethesda, earned a political science and public administration degree from Ohio Northern University.
Henn, who ran unsuccessfully for council in 2001 and 2007, said he has been going door to door talking with voters to get a sense of what they want.
"People don't see this council as getting along very well," he said. "Voters want to see someone with good ideas and a solid track record."
He believes he will bring both to the council. An advocate for cyclists, Henn has been involved with the community as an activist for years.
He served as a member of the Rockville Environment Commission, the Imagine Rockville Transportation Action Team, is active in the Rockville Bicycle Action Committee and was past president of the NIH Bicycle Commuter Club.
He is president of the Hungerford Citizens Association and is the founder and chair of the Rockville Community Garden Committee.
Henn also volunteers at county public schools and is a member of the Audubon Naturalist Society, Action Committee for Transit, Chesapeake Bay Society, the Nature Conservancy and Amnesty International.
He said he stands a good chance of winning election on Nov. 3 because he has been active in the community since the last election, which has increased his name recognition among voters. He also lost by13 votes in 2007, he said.
As for what creative ideas he can bring to the table, he points to his three years of research and development contracting for the United States Navy as proof of his ability.
He plans to focus heavily on going door to door to drum up support as the election draws near, he said.
