Briggs, program administrator, education and member relations at the American Academy of Optometry; Jennifer Cockburn, former principal counsel and legal team leader at International Finance Corp.; and Karen Goldstein, contracts negotiator at Hewlett-Packard.
Creative Dispute Resolutions of Gaithersburg named two retired judges, James P. Salmon and Dennis M. Sweeney, to the mediation and arbitration group. Salmon was on Maryland's Court of Special Appeals, and Sweeney was on the Circuit Court of Howard County.
Habitat for Humanity of Montgomery County in Gaithersburg named Charles Bay and Susan Reutershan directors. Bay is senior managing director for Trammell Crow Residential's mid-Atlantic division. Reutershan is a lawyer with Holland & Knight.
Choice Hotels International of Silver Spring named Amish Naik vice president, global development operations and planning. Previously, Naik was vice president, owner and franchise services for Marriott International, an associate partner at Finnell Consulting and a market analyst for Holiday Inn Worldwide.
Access Montgomery TV of Rockville promoted Marlyn Setren Ferguson to director of communications and development. Ferguson joined in 2009 as manager of outreach and publicity.
Junior Achievement of the National Capital Area named the following board members: Charles H. Atwell, president and CEO of Innovative Business Interiors of Silver Spring, and Jason A. Crist, managing director at Columbia Partners of Chevy Chase.
USEC of Bethesda named Paul Jacobson vice president, corporate communications. Previously, Jacobson was vice president, corporate communications for Evergreen Energy, Adelphia Communications and Starz Encore Group. He also was deputy communications director for U.S. Senate Majority Leader Bill Frist (R-Tenn.).
Gloria Mobley won the Ruby Award from Soroptimist International of Montgomery County. Mobley is grants manager for St. Ann's Infant and Maternity Home of Hyattsville. She previously worked for the D.C. Campaign to Prevent Teen Pregnancy, Leadership Washington, Gaining Early Awareness and Readiness and the Madeira School.

TD Bank named Terrence S. Kenny of Gaithersburg market president for the Washington metro region in its Calverton office. Previously, Kenny was commercial team leader with SunTrust Bank. He also worked for Maryland National Bank.

Previously, Thornton was senior vice president of product development at GenVec, chief medical officer of ZioPharm Oncology, managing director of clinical and regulatory affairs at Angiotech Pharmaceuticals, director of clinical research at Otsuka America Pharmaceutical and North American Vaccine, associate director of clinical research at Univax Biologics and a medical officer in the Navy and the Food and Drug Administration's immunology and infectious diseases branch and division of therapeutic biologic oncology products.
Enterprise Community Loan Fund of Columbia named Jonathan Clarke to lead its community lending activities in the Pacific Northwest in its Seattle, Wash., office. Previously, Clarke was chief credit officer at Impact Capital.
PSA Insurance and Financial Services of Hunt Valley named Ray Sweet of Fallston CFO. Previously, Sweet was vice president and CFO of JPB Enterprises, CFO and business manager for Broadcast Sports and CEO and CFO of Chemspec.

MacKenzie Ventures of Lutherville promoted Robert J. Aumiller to president of MacKenzie Commercial Real Estate Services and Glenn T. Ercole to president of MacKenzie Capital.
