Frederick

Rock Commercial Enterprises of Frederick named Dianna Spyker a project manager.

Montgomery

NexTone Communications of Gaithersburg named Joseph Kuhn CFO. Previously, Kuhn was CFO at Mobile 365 Inc., Opnet Technologies Inc., Wisor Telecom Corp., Ciraden Inc. and Alaris Medical. He also worked for PricewaterhouseCoopers.

Kathleen MacConnell of McShea Management in Gaithersburg earned the designation certified property manager from the Institute of Real Estate Management, an affiliate of the National Association of Realtors.

Michelle Difebo Freeman was elected chairwoman of the Carl M. Freeman Foundation of Olney. Freeman, previously a trustee, succeeds her husband, Joshua M. Freeman, who died in a helicopter crash in December.

Acuity Mobile of Potomac named Gregg Smith COO and executive vice president. Previously, Smith was president of Aether Systems.

HarVest Bank of Rockville promoted Delroy C. Walters from commercial relationships manager to vice president and Rockville market manager. Previously, Delroy, who joined HarVest in 2005, worked for M&T Bank.

RegeneRx Biopharmaceuticals Inc. of Bethesda named Dr. Deepak Srivastava a consultant and a member of its medical and scientific advisory board. Srivastava is director of the Gladstone Institute of Cardiovascular Disease at the University of California, San Francisco and the school’s Wilma and Adeline Pirag distinguished professor in pediatric developmental cardiology.

Eight principals with Paley Rothman of Bethesda were named Maryland Super Lawyers by that magazine: Arthur H. Blitz of Bethesda, head of the real estate and financial services groups; Paula A. Calimafde of Potomac, head of the retirement plans and employee benefits groups; Glenn M. Cooper of Potomac, manager and a senior member of the litigation, appellate practice and family law groups; Del. Kathleen M. Dumais (D-Dist. 15) of Bethesda, a member of litigation and family law groups; Hope B. Eastman of Kensington, head of the employment law group; Roy I. Niedermayer of Bethesda, a member of the litigation and appellate groups; Linda D. Schwartz of Rockville, head of the professional ethics and discipline group; Steven A. Widdes of Potomac, co-chairman of the estate planning and estate and trust administration groups.

The Wildlife Habitat Council of Silver Spring named Emer OBroin chairwoman. OBroin is vice president, environmental safety, health and human rights, with Monsanto Co.

Lerch, Early & Brewer Chtd. of Bethesda named Jeremy I. Goldman an associate in its real estate transactions group. Previously, Goldman was an associate with Bingham McCutchen LLP and Weil, Gotshal & Manges LLP.

American Capital Strategies Ltd. of Bethesda named Brendan Gallaher managing director in its distressed debt group in Los Angeles. Previously, Gallaher was on the executive and investment committees of William E. Simon & Sons and worked for Bank of America.

The Insurance Marketplace Standards Association of Bethesda named Christopher Hansen a director. Hansen is AARP group executive officer for state and national initiatives. Previously, he was senior vice president, government relations with the Boeing Co. and also worked for General Dynamics.

Six lawyers with Lerch, Early & Brewer Chtd. of Bethesda were selected for the 2007 edition of the ‘‘Best Lawyers in America” legal directory: Robert G. Brewer Jr., chairman of the land use and zoning group; Harry W. Lerch, principal in the land use and zoning group; Deborah E. Reiser, chairwoman of the family law group; Eric M. Core, principal in the estate planning and probate group; Stanley J. Reed, chairman of the litigation group; and Steven A. Robins, principal in the land use and zoning group. Also, three lawyers were selected as Leaders in Their Field by Chambers and Partners: Reed, Brewer and Paul J. DiPiazza, a principal in the business and taxation group.

Alan Richardson, president of Potomac Valley Brick of Rockville, won the RT Honors Community Service Award from Rebuilding Together Montgomery County Inc. for his ‘‘outstanding corporate support in helping to rebuild the homes of those in need, particularly the elderly and disabled.”

Novavax Inc. of Rockville named John Lambert executive board chairman. Lambert, former president of Chiron Vaccines responsible for global vaccine operations, succeeds Gary C. Evans, who has taken the new position of lead director. Also, James M. Robinson was named vice president of technical and quality operations. Previously, Robinson was vice president of industrial operations for Sanofi Pasteur, a division of Sanofi Aventis Group.

Proxy Aviation Systems Inc. of Germantown named Jim Carter director of business development. Carter is an Air Force veteran, serving at Eglin Air Force Base in Florida and as group commander at a classified base in Pakistan. He also worked with Johns Hopkins Applied Physics Lab.

Buchanan Partners of Gaithersburg named Samuel Palmer of Smithsburg vice president, building design and construction. Previously, Palmer was senior construction manager for Carl M. Freeman Retail LLC.

John Radko, chief technology strategist with GXS of Gaithersburg, was named to the seventh annual list of Supply and Demand Chain Executive’s Provider Pros to Know, a listing of individuals in the industry ‘‘who have personally helped raise the profile of the supply chain and increase the recognition of the importance of the supply chain as a strategic function within the enterprise.”

Research Financial Strategies Inc. of Rockville named Juan R. Montermoso an adviser. Previously, Montermoso worked for Smith Barney and Cap Gemini, Ernst and Young.

Larry Singer, senior vice president of HarVest Bank in Rockville, was named a director of the Boys & Girls Clubs of Greater Washington Montgomery branches.

Karp, Frosh, Lapidus, Wigodsky & Norwind PA of Washington, D.C., named Michael L. Subin, a former Montgomery County Council member, an associate. Subin, a retired captain in the Naval Reserves, is an adjunct law professor at the Washington College of Law at American University.

The Asian & Pacific Islander American Scholarship Fund of Washington, D.C., named Ted Y. Mashima of Rockville president and executive director. Previously, Mashima was associate director of the Center for Public and Corporate Veterinary Medicine at the Virginia-Maryland Regional College of Veterinary Medicine. He also was director of development for The Barker Foundation and project director for the National Association of Physicians for the Environment.

InforMedix Holdings Inc. of Rockville named Richard P. Voss senior vice president, business development. Previously, Voss worked for Abbott PPD, a division of Abbott Laboratories; Royer Biomedical Inc.; Boehringer Manheim Corp. Therapeutics; Bogart Delafield Ferrier Inc.; and Warner-Lambert.

ProGames Network, a subsidiary of MobilePro Corp. of Bethesda, named Frank Catania a director of The Winning Edge of Las Vegas, upon its merger with ProGames Network. Catania, previously director and assistant attorney general of the New Jersey Division of Gaming Enforcement and deputy speaker of the New Jersey House of Representatives, is a principal in Catania Consulting. Other directors will be Harlan Goodson, former director of gaming regulation for the state of California, and Bob Seale, former treasurer of Nevada. Martin Gray, CEO and president of ProGames, will be CEO of the combined entity. Jay Wright, chairman of MobilePro, will be chairman. Wayne Allyn Root, founder of Winning Edge International, will also be a director and continue as CEO and president of the Winning Edge subsidiary.

Prince George’s

OAO Technology Solutions Inc. of Greenbelt named Sidney E. Fuchs president and CEO, succeeding Tig H. Krekel of J.F. Lehman & Co., who has been acting president and CEO and will remain a director. Previously, Fuchs was a corporate officer of Northrop Grumman Corp. and president of its TASC Inc. and the Civilian Agencies Group. He also worked for Oracle, Digital Equipment Corp. and the CIA.

Merkle Inc. of Lanham named Justin Bruton director of marketing content. Previously, Bruton was senior adviser at Forrester Research and a research analyst at Associates for International Research.

Hargrove Inc. of Lanham named Heidi León vice president of its exhibits division. Previously, she founded and was president of Access TCA Atlanta and was executive vice president of nth Degree. Also, Chris Wahl joined Hargrove’s design team and Joanne Richards was named director of account management for the exhibits division.

Safeway Inc. in Lanham promoted Frank Stedman to vice president, labor relations, with responsibility for labor relations activities in its Eastern, Denver, Phoenix and Dominick’s divisions. Before joining Safeway in 2005, Stegman was in private practice. Safeway also promoted Donna Maxwell to district manager overseeing operations for 18 stores in Washington, D.C., and suburban Maryland. Maxwell is a career Safeway employee who began as a cashier in 1985 before becoming an assistant manager in 1990. Also, Janice Hill is the new manager of division operations for corporate brands. Hill joined the company as an entry-level employee in 1976 before becoming full-time in 1981 as a store management trainee.

State

Mueller Associates of Baltimore named Todd J. Garing an officer. Garing, a senior engineer and project manager, has been with Mueller since 1993.

Legg Mason Inc. of Baltimore named Robert Angelica, retired chairman of AT&T Pension Funds, a director, replacing Carl Bildt, who resigned in October to become Sweden’s minister for foreign affairs.

R. Michael Menzies, president and CEO of Easton Bank and Trust Co., was named 2007-08 vice chairman of the Independent Community Bankers of America.

Loiederman Soltesz Associates Inc. of Rockville announced the following appointments: Emerald Evans, CAD designer, and Brian Wolfe, planner, both in its Lanham office; Brian Cummings, survey technician, and Katherine Day, team Engineer, in Waldorf; Anna Baweic, accounts receivable coordinator, and Damian Quevedo, project engineer, in Rockville. Also, Michael A. Pierce, who joined the firm in 1999, was promoted to associate and project manager in Leonardtown.

The Anne Arundel Tech Council named Robert S. Collins of Whiteford, Taylor & Preston LLP in Baltimore a director.

The Anne Arundel Economic Development Corp. named Newton Gentry, director of material programs management for Northrop Grumman Corp., board chairman. John White, CEO of Compass Marketing, was also named a director.

The Harry and Jeanette Weinberg Foundation Inc. of Baltimore named Marci Hunn program officer. Previously, Hunn was a program officer with the Corporation for National and Community Service and a program director with Youth Service America.

Petrie Ross Ventures of Annapolis promoted Daniel Frasco of Severn to vice president and CFO; Lisa Fetter of Severna Park to vice president of leasing; and Paul Janyska of Sykesville to vice president of construction. Before joining Petrie Ross Ventures in 2004, Frasco worked for The Rouse Co. and Baxley Development Inc. Fetter previously worked for CB Richard Ellis and Stonerook & Co. Janyska worked for The Rouse Co. and General Growth Properties.

Hollis Thomases, CEO of WebAdvantage.net of Havre de Grace, was named Maryland’s Small Business Person of the Year by the Baltimore district office of the U.S. Small Business Administration. The annual award recognizes ‘‘outstanding entrepreneurs for their contributions to the nation’s economy and for their personal achievements based upon staying power, employee growth, sales increases, current and past financial performance, product or service innovation, response to adversity, and contributions to community-oriented projects.”

Towson University named Clay E. Hickson director of its new international incubator, the Business Globalization Center. Previously, Hickson was managing director with Rhoton Hill Group. He is chairman and president of the Maryland-China Business Council.
