Previously, Strumph was vice president and chief medical officer of the Juvenile Diabetes Research Foundation and also worked for Bristol-Myers Squibb, Merck and GlaxoSmithKline. Earlier, he was a practicing endocrinologist and clinical assistant professor at the University of North Carolina's Department of Medicine.
Ballard Spahr named Mark D. Jackson of counsel in its real estate department and a member of its real estate finance and leasing groups and distressed real estate initiative in its Bethesda office.

EagleBank of Bethesda named W. Randy McVey vice president and commercial loan officer for the Maryland market. Previously, McVey was a commercial relationship manager for Sandy Spring Bank and regional banking manager with M&T Bank. EagleBank also promoted both business development sales manager Deborah C. Shumaker and business development officer Kai M. Hills to senior vice president.
GetWellNetwork of Bethesda named Tony Cook a marketing executive. Previously, Cook was vice president of Americas marketing at Tandberg and also worked for Unisys Federal, Digital Paper, Metavante, Quadramed and Software AG.
The Rockville Chamber of Commerce named Giuseppe Mastroeli of Germantown its board president. Mastroeli is vice president of business banking at M&T Bank's mid-Atlantic region headquarters in Rockville.
The Gaithersburg-Germantown Chamber of Commerce named Donna Gallagher of Germantown director of member services.
Novavax of Rockville elected Stanley Erck executive chairman. Previously, Erck was president and CEO of both Iomai Corp. and Procept, and also worked for Integrated Genetics and Baxter International.

The National Aquarium in Baltimore named Mark Yost Jr. director of government relations. Previously, Yost was senior manager of government and regulatory affairs at Erickson Retirement Communities. He also was legislative director for state Sen. Katherine A. Klausmeier (D-Dist. 8) of Baltimore.
Fireline Corp. of Baltimore promoted Anna Waters Gavin to president and Norm Mason to vice president. Gavin, of Perry Hall, succeeds her father, Stephen B. Waters, who died in December; his father founded the company in 1947. Before joining Fireline, Gavin worked for Residence Inn by Marriott Baltimore Downtown/Inner Harbor. Before joining Fireline in 1991, Mason, of Glen Burnie, worked for Kidde and Maryland Fire Equipment Corp.
House of GreenTech of Baltimore named Katarina Bonde chairwoman. Bonde is managing director of Kubi LLC.
Integral Systems of Columbia named Robert F. Wright Jr. senior vice president, military and intelligence Group. Wright served 30 years in the Air Force, most recently as a colonel.
Ober|Kaler promoted Kathleen A. McGinley of Baltimore to an associate in its employment and labor group in its Baltimore office. Previously, McGinley was a clerk in the group. Earlier, she was a clerk at CitiFinancial's office of the general counsel.
Mid-Atlantic Properties of Lutherville named Michael Gioioso an associate. Previously, Gioioso was a minor league pitcher in the Baltimore Orioles system and a site engineer with Mid-Atlantic.
Anne Y.F. Lin, dean of the College of Notre Dame of Maryland School of Pharmacy in Baltimore, was named a director of the Women's Housing Coalition in Baltimore.
Merkle Inc. of Columbia promoted Zhengda Shen to executive vice president and COO. Previously, Shen, who joined Merkle in 2000, was senior vice president of its Quantitative Solutions Group.
St. John Properties of Baltimore named Andrew M. Roud of Kensington development director for its southern division. Previously, Roud was managing director-MDG Europe at McMahon Development Group. He also worked for McArthurGlen and Opus East.
Northrop Grumman in Linthicum promoted David Reith to vice president of finance and controller for its Electronic Systems sector. Previously, Reith who joined the company in 1987, was business operations director and CFO for its National Security Technologies joint venture.
MedStar Health of Columbia named Oliver M. Johnson II senior vice president and general counsel. Previously, Johnson was counsel, global marketing services; counsel, vaccine division; and chief privacy officer for Merck.
Visionary Marketing Group named Sheila Dews-Johnson of McCormick & Co. in Sparks and M.A. "Mike" Little of B&W Solutions in Oxon Hill recipients of its annual Women and Men of Influence Awards, respectively.
Karen L. Daniel, CFO of Black & Veatch in Baltimore, won the 2010 Black Engineer of the Year Chairman's Award for her "personal achievements and positive impact" on the company's performance.
