New PSC chairman will be Stephen B. Larsen

Former Glendening insurance commissioner returns to public service

ANNAPOLIS – Gov. Martin O’Malley has chosen former Maryland insurance commissioner Steven B. Larsen as his nominee to head the embattled Public Service Commission. Larsen’s nomination was made at a State House news conference this morning.

Also nominated to the PSC was former PSC member Susanne Brogan, whose previous stint at the commission came during Gov. Parris N. Glendening’s administration.

The five-member PSC, which regulates the state’s utility providers, has been criticized for being too cozy with utility executives during the term of former Gov. Robert L. Ehrlich Jr. (R). Its former chairman, Kenneth D. Schisler, resigned earlier this month

Larsen was Glendening’s insurance chief from June 1997 until May 2003. He then became a partner in the Baltimore law firm of Saul Ewing LLP and has been chief executive officer for Amerigroup Maryland Inc. since June 2004.
