USEC of Bethesda named M. Richard Smith a director. Smith retired as president of Bechtel Fossil Power in 2007. He also was CEO of Intergen.

Vanda Pharmaceuticals of Rockville named Howard H. Pien chairman, succeeding Argeris N. Karabelas, who will remain a director. Pien has been a director since 2007.

EagleBank of Bethesda named Demond D. Davis vice president and commercial loan officer for the Maryland market. Reznick Group of Bethesda named Kurt Sturn a tax principal in its Baltimore office. Previously, Sturn worked for Watkins Meegan and was founder and managing tax partner of Sturn Wagner Lombardo & Co.

Fusion UV Systems of Gaithersburg promoted Bell Li to senior sales engineer in its Shenzhen, China, office. Before joining Fusion China in 2007, Bell worked for Panasonic and SAE Magnetics.

Van Eperen & Co. of Bethesda named Jennifer Mandel vice president. Previously, Mandel was director of marketing communications for E-Luminate Group, senior political analyst at the American Israel Public Affairs Committee, deputy legislative director for U.S. Rep. Patsy Mink (D-Hawaii) and deputy communications director for Fight Crime: Invest in Kids.

Data Solutions & Technology of Lanham named Leon Stinson vice president of aviation management. Stinson, an Air Force veteran, previously worked for the Federal Aviation Administration. Also, Cassandra Duncan of Bowie was promoted to COO from vice president for contracts and administration. Before joining Data Solutions in 2001, Duncan worked for Teledyne Brown Engineering, Barrios Technology, New York Life Insurance and USBI/UTC.

BioMarker Strategies of Baltimore named the following to its new scientific advisory board: Daniel Hayes, clinical director of the breast oncology program at the University of Michigan Comprehensive Cancer Center; Glenn Miller, vice president and general manager of Genzyme Analytical Services; Leif Ellisen, an oncologist and researcher at the Massachusetts General Hospital Cancer Center and associate professor of medicine at Harvard Medical School; and Scott Diamond, director of the Penn Center for Molecular Discovery at the University of Pennsylvania.

Har Sinai Congregation of Owings Mills named Melanie Waxman of Reisterstown director of family programming and Ben Fuld of Pikesville senior youth group director. Previously, Waxman was youth and teens director for the Jewish Community Center, principal at Columbia Jewish Community School, program director at Temple Beth Orr in Coral Springs, Fla., and youth director for Har Sinai Congregation. Fuld worked at the Union of Reform Judaism's Camp Kutz.

Donna Leister was named 2010 Administrator of the Year by the Health Facilities Association of Maryland. Leister is administrator at FutureCare Cherrywood in Reisterstown. The association also named the following officers for 2011: chairman, John Spadaro of SavaSeniorCare in Owings Mills; vice chairman, Clifton Porter of HCR ManorCare in Toledo, Ohio; treasurer, Bob Lanza of Salisbury Rehabilitation and Nursing Center; and past chairman, Eric Shope of Stella Maris in Timonium.
