Two Montgomery County police officers resuscitated a non-breathing 3-year-old June 20 in Silver Spring.
Officer Kevin Reese was in the area of Fenton Street and Roeder Road at 9:45 p.m. when he was approached by a 30-year-old Washington, D.C., woman who said her son was not breathing. Reese called for assistance from fire/rescue and observed that the child, who was in the arms of his father, had stopped breathing and was turning blue, according to Montgomery County Police.
Reese began mouth-to-mouth resuscitation and the child began to breathe on his own. Officer Michael Carin, also a trained emergency medical technician, arrived on the scene and used his stethoscope to listen to the child's lung sounds and monitor him until fire and rescue services arrived, according to police.
The child was suffering from a high fever, over 104 degrees, which resulted in a seizure that caused him to stop breathing, police said. He was treated at a local hospital and released.

Eastern Village to hold groundbreaking today

B&O open house
The restored 1945 Silver Spring Baltimore and Ohio Railroad Station will be open for public viewing 10 a.m. to 3 p.m. Saturday at 8100 Georgia Ave. Admission is free and parking will be available on the premises.
Jerry McCoy, president of the Silver Spring Historical Society, will conduct a two-hour walking tour of South Silver Spring, beginning at 10 a.m. in the waiting room of the station. The Montgomery County Democratic Central Committee has elected two new student members. Alex Coleman of Silver Spring is a junior at Montgomery Blair High School. He volunteered for the Van Hollen 2002 campaign. Christelle Dorcil of Silver Spring is a junior at Richard Montgomery High School. She has been the student member on the District 19 Democratic Club Executive Board and participated in the 2002 Leventhal, Shriver, Townsend, Van Hollen and Wynn campaigns.
Impact honors graduates
The fourth graduating class of Impact Silver Spring's Community Empowerment and Involvement Program recently ended a year of training with a graduation ceremony.

Citizenship training,
English classes
The Refugee Training Programs Center is offering free citizenship training and English classes for Montgomery County residents who have had their green card for a minimum of three years. The classes are from 6:30 p.m. to 8:30 p.m. on Monday and Wednesday evenings and from 10 a.m. to 2 p.m. on Saturdays at the former Northwood High School, 919 University Boulevard W. in Silver Spring.
The program offers an orientation for people with a high level of English comprehension about the paperwork required for citizenship applications.
Walk-ins are welcome and no registration is required. One-on-one mentoring sessions are also offered for people who need to develop their English skills before taking the citizenship test. For more information, call Noa Sadan at 301-649-8050.
